I found the list that Billboard drew to be a funny one. The list of 100 best performing songs first came up on Billboard magazine in 2008. The company listed best-performing songs on the chart for over 50 years, along with the best performing artists.
Billboard multiple revisions
That ranking was revised again in 2013 for the chart’s 55th anniversary edition. In 2015, Billboard revised the ranking again. In 2018, the ranking was revised again by Billboard for the chart’s 60th anniversary. In 2021, the rankings were again revised.

There’s no obvious hint on why Billboard lined up the songs like this. According to the team, Blinding Lights by The Weeknd was number one only for four weeks. It was placed ahead of several other songs that made 14 weeks on #1 on the chart.
In the list of top 10 performing artists, Michael Jackson came way below artists that many of us supposed he was above in accomplishments during 1958 to 2021.
